Questions about the legal obligation itself.
Besides questions about CIAO Assist, we also receive questions about the CIaO registration obligation itself. Below are the main ones, based on official information from the NSSO (socialsecurity.be).
CIaO (Check In and Out at Work) is the NSSO's digital presence registration for maintenance and cleaning activities carried out on behalf of a third party on a property. It has applied since 1 September 2024 to everyone performing such cleaning activities in Belgium, regardless of role.
The registration obligation took effect on 1 September 2024, with a tolerance period until 30 April 2025 inclusive. Since 1 May 2025, the obligation has been actively enforced and sanctioned.
CIaO follows the same thresholds as the Works Declaration (art. 30bis): more than €30,000 without a subcontractor, more than €5,000 with one subcontractor, and any amount from two subcontractors onwards. If that threshold is exceeded, CIaO becomes mandatory for all maintenance and cleaning activities under that contract.
Everyone who personally carries out the cleaning activities: own employees, subcontractors, self-employed workers and their helpers, team leaders and trainers, as well as temporary workers. Registration is done by the person themselves, not by the employer.
Usually via smartphone: by scanning a QR code or via a unique URL. As an alternative, the employer can link the NSSO web service to another means, such as a badge or a track-and-trace system.
That's not mandatory — you choose the registration method yourself. If an employee uses their own smartphone, they are entitled to a fixed expense allowance under the collective labour agreement. If they refuse, you must provide an alternative.
The main contractor provides the registration system, ensures it works correctly on site and makes written agreements about this with subcontractors. They also remain responsible for follow-up: both their own registrations and those of their subcontractors must be correctly received by the NSSO.
The subcontractor organises registration for their own staff and subcontractors according to the agreements with the main contractor, and monitors whether the data is transmitted correctly. If something goes wrong, they report it to the main contractor.
Not automatically. If the employer has provided a working registration method and the necessary instructions, responsibility lies with the employee themselves. If the registration method or instructions are missing, the employer is liable.
A registration cannot simply be cancelled. Only in the case of an incorrect company or declaration number can the employer request a correction from the NSSO within 30 days, via the envelope icon in the CIaO management application.
For contractors, subcontractors and employers, a level 3 sanction applies: an administrative fine of €800 to €8,000 or a criminal fine of €1,600 to €16,000, per employee involved. For the cleaner who does not register themselves, a lighter level 1 sanction applies. For a concrete assessment of your situation, we recommend consulting a payroll agency or lawyer.
CIaO specifically registers maintenance and cleaning activities, with an IN and OUT per activity and per break. CheckinatWork (CAW) is broader and applies to all other immovable works under art. 30bis, with a single registration per working day. The first IN of the day in CIaO is automatically also passed on to CAW.
